Torfaen and Blaenau Gwent Councils operate together within a Marmot joint council arrangement, working across organisational boundaries.

The Challenge


Operating across a joint council arrangement, the organisation needed to balance pace with system-wide alignment. This created two connected priorities:

Our Approach
